Vick keeps Eagles QB job? |? No room for error

Steve Smith closed the door on any rumored trade talks Wednesday, saying he intends to retire a Panther (although that one was a non-starter to begin with).

But that same door is still very much ajar when it comes to running back DeAngelo Williams.

While no particular deal is imminent, multiple league sources said there?s a viable chance Williams is dealt before tomorrow?s 4 p.m. deadline. Several teams have been in touch with the Panthers, and the interest is serious.

Even though trading Williams now would cause an immediate $9.6 million acceleration onto next year?s salary cap,?a source with knowledge of the situation said the Panthers are ?absolutely? prepared to absorb that hit if the right deal comes along.

Moving Williams would benefit the Panthers in two ways, First, it would make more than $17 million in future base salaries go away (all his guaranteed money was in the first two years of his deal), for a player who has already fallen behind Jonathan Stewart on the depth chart.

Plus, taking the cap hit now would help clear the decks a bit for the next general manager, giving him more to work with when he takes over preparations for the 2013 and 2014 seasons.

And whether or not he?s traded in the next 24 hours, it now seems apparent Williams is not going to be a Panther in 2013 regardless. Even before the firing of general manager Marty Hurney, there was a realization that Williams? days were numbered when Stewart signed his extension this summer, whether that meant him leaving in 2013 or ?14.

The Panthers don?t feel like they have to move him now, and won?t accept a low-ball offer for the sake of moving him. But the right offer could send him to a contender soon.

UPDATE 4:04 p.m. ET: The cap hit will actually come onto the 2013 cap, but the point stands that the Panthers aren?t deterred by finances, rather finding the right deal.

We're quickly approaching information overload, but for those of us that earn a living online we can't afford to tear ourselves away from the light fantastic for too long. 1. e.ggtimer - http://e.ggtimer.com/ - Eggtimer is a super-simple yet really helpful online tool for blocking out time to work on tasks. All it does is display a countdown timer in a browser window, but by pledging to work for a specific amount of time you can really make progress on any tasks you have to do, and when the time is up a nice, loud alert sounds so you don't have to constantly monitor it. Try the Pomodoro-Technique timer to work for extended periods of time with incremental breaks.

2. 42 Goals - http://42goals.com ? 42 Goals is an online goal-setting app that can be as simple or as deep as you want it to be. You can use it as a simple daily planner, or use it to track your productivity over a longer period of time, giving you stats that allow you to find regular patterns and improve your work flow ? a necessity for busy bloggers trying to break into the big time!

Rescue Time - http://www.rescuetime.com/ - Rescue Time is a productivity tool that monitors your day-to-day activity on your computer, providing you with detailed stats as to how you're using your time and also giving you the ability to 'lock' certain software and services for specific periods, allowing you to forcibly block out distractions at times when you absolutely need to finish a project (yet are tempted to check out Facebook for the twentieth time...).

4. Work Plus - http://www.workpl.us/ - Work Plus is a really interesting tool that can particularly benefit bloggers and freelancers. No matter how enjoyable it is to wear pyjamas all day long, we all know that working from the comfort of our own home is not always the most conducive environment for completing tasks. Enter Work Plus, an iOS app that helps you to discover new work-spaces in your area, like cafes with free wi-fi or shared work-spaces that allow you to bring the dog in! Add in time-tracking and workspace ratings and you've got a real winner.

Boomerang - http://www.boomeranggmail.com/ - We all work in a global marketplace, especially those of us who make a living online, and time-zones have become something that we deal with on an everyday basis. Sometimes you need to send an email halfway 'round the world, but you want it to arrive in their inbox at 11am, tomorrow. You've got 2 choices ? set the alarm, get up and manually send it (ouch!), or check out Boomerang for Gmail, a really efficient tool that allows you to schedule email and set-up reminders for yourself.

6. TheInterviewr - http://theinterviewr.com/ - The Interviewr is a really interesting tool for those of us who rely heavily on conducting interviews to keep our blog humming along. The Interviewr is essentially an interview relationship management tool that enables you to track contacts, schedule interviews, add notes and set reminders. Never forget another interview appointment and stay productive!

7. ZenWriter ? http://www.beenokle.com/zenwriter.html ? Zen Writer is a simple tool that can be surprisingly effective. It is a stripped down text-editor that provides serene backgrounds that place the focus firmly on the text, allowing you to block out distractions and just let the words flow. Cutting out all of the noise we find cluttering our screens can really make a difference in your day-to-day productivity, and this tool is well-recommended for serious writers.

8. IFTTT - https://ifttt.com ? IFTTT stands for 'If This Then That', a reference to a kind of computer programming logic that they've put into action in a really interesting way. IFTTT integrates with web platforms (for example, Twitter and Wordpress), and allows you to automate actions between them. You could set it up to alert you via Gmail every time someone on Twitter mentions a specific word, or automatically post Instagram photos with a specific tag to your Wordpress blog ? it really is an amazing tool. They also provide a series of pre-cooked 'Recipes' ? tasks set-up by other people that you can start using straight-away.

9. Coursera - https://www.coursera.org/ - If at first you're wondering why an online education platform like Coursera is on a list like this, let me explain. As a blogger, your job is to be informed and share quality information with your readers, and there's no better way to provide that than to have a solid and continuing education. However, these days we don't all have the time (or money!) to go back to school ? which makes online education platforms like Coursera a godsend ? you can educate yourself on cutting edge topics, on your own time, for free! Now that's being productive!
10. Typing Test - http://www.typingtest.com - As writers, we spend most of our time at the keyboard bashing out awesome as quickly as we can ? but how fast can you actually type? Meningitis outbreak toll: 338 cases, 25 deaths

An outbreak of fungal meningitis has been linked to steroid shots for back pain. The medication, made by a specialty pharmacy in Massachusetts, has been recalled.

Latest numbers from the Centers for Disease Control and Prevention:

Illnesses: 338, including seven joint infections.

Deaths: 25.

States: 18; Florida, Georgia, Idaho, Illinois, Indiana, Maryland, Michigan, Minnesota, New Hampshire, New Jersey, New York, North Carolina, Ohio, Pennsylvania, South Carolina, Tennessee, Texas and Virginia.

Sam Mendes Unlikely to Direct More Bond Movies

Sam Mendes? rejuvenation of the Bond franchise has been well-documented, with Skyfall garnering rave reviews ahead of its release on Friday, but despite all that, the director has said it?s unlikely he?ll return for round two.

The British director was a popular choice to steer the series back onto the straight and narrow after the muddled diversion that was Quantum Of Solace, but says that the process was a draining one.

?It?s been a fantastic experience, but it?s been completely exhausting,? Mendes told Metro. ?Do I want to do another one? I?m a shadow of my former self! No, I don?t know. I felt like everything I wanted to with a Bond movie, I put into this film.

?I would have to be convinced that I could do something that I loved and cared about as much if I was to do it again,? he continues. ?I think the great risk of repeating oneself is that one doesn?t have the great store of ideas that you have when you first tackle a project.?

Boone, Iowa (WHO) ? A?little dog is causing a big battle in Boone, after she was mistakenly adopted.

Last month, Stella wandered away from home.? Her owner, Marc Riker,? called the Boone County Humane Society and reported the dog missing.? That was the last he heard from the agency until he spotted someone else walking Stella.? Instead of looking for Stella,? the Humane Society sold her to another family.

?You would think that the humane society would, if you call and give them a report of a lost pet and they tell you if they have any animals come in that meet the description, small white dog, they?ll get in contact with you, that would mean if a small white dog comes in that they?ll get in contact with you,? Riker said.

Jane Elsberry with the Boone Area Humane Society admits the agency made a mistake.

?During the time that this incident happened we were in a flux between staff and some of the staff were no longer there and so it just got lost in the shuffle,? she explains

The new owner is refusing to give Stella back.? Riker says he is considering legal action.? But with six children, he says, he doesn?t know how he?ll be able to afford a lawyer.

Guide to 10 Great ETFs Yielding 7% or More - Zacks Investment ...

In this ultra low rate environment, investors seeking current income have duly turned their attention to products that are dividend focused or to those products that pay high yields in any number of other categories like MLPs or BDCs. (11 Great Dividend ETFs). With low yields from traditional sources of income, this trend is expected to continue well into 2013 as well.

Furthermore, investors should also note that high dividend paying stocks play a defensive role in a portfolio and can help to reduce volatility in otherwise uncertain times. This can be especially true when investors look at high dividend paying ETFs which have the benefits of high yields but spread risk around a variety of sectors or firms.

In this current economic environment, investors should note that there has been an increase in dividend focused ETF products with more than 60 available in the market. This has given investors a wide variety of choices, allowing each to target whichever sector or segment that corresponds best to their portfolio needs (Three Excellent Dividend ETFs for Safety and Income).

Given how many options are out there, investors may have a difficult time deciding which product is best for them. Due to this, we have highlighted 10 of our favorite high yielders in greater detail below.

Each of these ten funds has a high yield focus, helping investors to escape the current low yield environment. Furthermore, each has paid out (or is expected to pay out) at least 7% over a year, thoroughly crushing not only T-Bill yields, but S&P 500 payouts as well, thus offering investors easy ways to add a great deal of income to their portfolios via a single ticker:??

FTSE NAREIT Mortgage Plus Capped Index Fund (REM)

Investors looking for high dividend yields have historically favored the REIT sector. Solid dividend payouts are arguably the biggest enticement for REIT investors as U.S. law requires REITs to distribute 90% of their annual taxable income in the form of dividends to shareholders (Are QE3 and Mortgage REIT ETFs a Winning Combo?).

In this context, REM?s dividend will be extremely tough to beat as the product currently has a 30 Day SEC Yield of 12.4%. REM tracks the FTSE NAREIT All Mortgage Capped Index and trades in volumes of more than 1,000,000 shares on a normal day and manages an asset base of $890.6 million.

Currently, the asset base is limited to 30 stocks in which the ten largest weightings take around 74%. So it is clear that the fund performance is largely dependant on the performances of the top 10 holdings. Investors need to pay a fee of 48 basis points annually for this fund, so it is middle-of-the-road in terms of expenses.

PowerShares S&P 500 BuyWrite Portfolio (PBP)

At a time when investors are not really sure of the direction of the market, they can stick to buy-write strategies. For this kind of investment, investors can look forward to PowerShares S&P 500 BuyWrite Portfolio.

This ETF works on the strategy of buy-write by using the technique with S&P 500. In other words, the fund will write covered calls, an approach that can generate income but limit gains in rapidly surging markets (The Introductory Guide to Real Estate ETF Investing).

PBP provides investors an excellent opportunity to avail dividend yield in this uncertain environment. The fund has a dividend yield of 10.28%. However, investors should note that this fund generally offers high dividend yields when the market remains largely uncertain. When the market is on the rise, the fund may underperform and these an extremely variable dividend yield.

With that being said, it should be noted that the fund provides exposure to a large basket of 501 stocks with the top three holdings being Apple, Exxon and General Electric which gets a share of 10.1% in the fund. However, it appears that the fund is quite expensive charging a fee of 75 basis points on an annual basis.

PowerShares KBW High Dividend Yield Financial ETF (KBWD)

This one looks to focus on the financial sector companies with high dividend yields and tracks the KBW Financial Sector Dividend Yield Index. The Index is calculated using a dividend yield weighted methodology that reflects the performance of 24 to 40 publicly listed financial companies.

This produces a fund which has a dividend yield of 9.8%, a good level considering the current low rate environment (Three Overlooked High Yield ETFs). The fund holds a basket of 36 financial securities which are principally engaged in the business of providing financial services & products in the United States.

The fund has 35% of its asset base invested in the top 10 holdings with the largest allocation going to BGC Partners with a share of 5.25%. Among others, the fund does not invest more than 5.16% in any one holding.

?The fund has a tilt towards value stocks in which it invests more than 85% of its asset base. The fund is pretty expensive charging a fee of 1.32% on an annual basis.

ETRACS Monthly Pay 2xLeveraged Long Alerian MLP Infrastructure Index ETN (MLPL)

ETRACS Monthly Pay 2xLeveraged Long Alerian MLP Infrastructure Index ETN tracks the Alerian MLP Infrastructure Index with 2x monthly leverage. The index has been designed with 25 infrastructure MLPs the majority of whose income come from transportation and storage of energy commodities.

Income focused investors may really like this note as it offers a dividend yield of 10.7% (Can You Beat These High Dividend ETFs?). Despite the handsome dividend yield that it pays to investors, the fund appears to be light in volume as total shares traded stands at 34,000 per day. The fund manages an asset base of $122.1 million.

Exposure to 25 holdings includes Kinder Morgan Energy Partners LP, Enterprise Products Partners LP and Energy Transfer Partners LP as the top three preferences with weightings of 9.48%, 9.45% and 7.03%, respectively. Company specific risk is relatively high in the note as 66% of the asset base goes to the top 10 holdings. The note charges a hefty fee of 85 basis points annually.

Market Vectors Uranium+Nuclear Energy ETF (NLR)????

Market Vectors Uranium+Nuclear Energy ETF tracks the DAXglobal Nuclear Energy Index and focuses on those companies which either operate or build nuclear plants or those that mine for the raw material (Three ETFs for a Nuclear Power Renaissance).

This produces a fund which is home to just 20 constituents and pays a dividend yield of 13.4%, a very good level for income focused investors. However, it appears that the high dividend yield has not been able to arrest much investor attention as the traded volume stands at 9,700 on a normal day.

It should also be noted that among the 20 companies, the fund invests 50% in large caps with a share of 31% going to small caps. Among the 20 holdings, the top ten holdings get a share of 66%. The fund charges an expense ratio of 60 basis points on an annual basis.

Mortgage REIT Income ETF (MORT)

Another ETF with REIT exposure which needs to be mentioned here is Mortgage REIT Income ETF. The fund tracks the Market Vectors Global Mortgage REITs Index (Top Three Mortgage Finance ETFs).

The fund with total holdings 25 securities pays a dividend yield of 9.68%, a good level considering the uncertain economic environment. The fund is tilted towards large cap and mid cap companies while small caps get a pint sized share.

Among the top 10 holdings, the largest two (Annaly Capital and American Capital Agency) get double-digit allocation in the fund with a combined share of 35%. Among others the fund does not appear to invest more than 5.19%. The fund charges an expense ratio of 40 basis points annually.

ETRACS 2xLeveraged Long Wells Fargo Business Development Company Index ETN (BDCL)

BDCL has been designed to include those companies which invest in small businesses that are still in their early stages. They generally invest in the company via either debt or equity stakes.??

In order to obtain tax privileges these firms generally provide investors with high dividends and BDCL is not an exception. It serves investors with an impressive dividend yield of 18.7%, one of the highest dividend yields in the list (BDCL: Yield King of Leveraged ETFs).

BDCL?s index provides exposure to 28 stocks in which it invests an asset base of $58 million. Despite the high dividend yield in the fund, especially in this low rate environment, a look at the trading volume suggests that the fund has not been able to lure investors. Trading volume stands at 53,000 a day.

Also, 70% of the asset base is allocated to the top ten holdings suggesting a high level of concentration. Moreover, the top three companies get double-digit allocation in the note with the remaining not getting beyond 9.39% each. The fund also appears to be pretty expensive as it charges a fee of 85 basis points annually.

Peritus High Yield ETF (HYLD)

For an active approach to junk bond ETF investing, investment in HYLD from AdvisorShares is recommendable (AdvisorShares Planning New Active Income ETF). HYLD differs from other ETFs in the space attributable to its different strategies that it applies in the fund.

The fund has a minimal focus on high leveraged buyouts and uses a ?Hedged HY? strategy which enables it to shift to short term T-Bills whenever there is pressure on the lower quality debt, a feature unique to the fund.

The fund also provides an impressive yield of 8.89% to investors, a good level considering the current macro economic environment. However, investors are charged 1.36% for investing in the fund.

The fund provides exposure to 37 junk corporate bonds and has a lower effective duration of 3.54 years and a higher yield to maturity of 10.9%.

IQ Australia Small Cap ETF (KROO)

With asset under management of $134.5 million, this fund looks to also have a tight bid ask spread while still giving investors high yields (Inside the SuperDividend ETF).

The fund has an attractive dividend yield of 7.66% thereby providing a good level of current income to investors in this uncertain economic environment. SDIV has an edge in expenses as it charges an expense ratio of 58 basis points, one of the lowest on the list.

SDIV provides exposure to 101 high dividend yielding stocks while around 12.9% of which make up the top 10 holdings. Autumn Pasquale Murder Suspect Allegedly Left Clue On Facebook

An apparent Facebook exchange has surfaced between 12-year-old murder victim Autumn Pasquale and one of her alleged killers.

The exchange, which took place four days before the Clayton, N.J. girl disappeared, was initiated by Pasquale after one of the suspects posted a photo of a BMX bike on his Facebook page. The photo and the subsequent exchange were initially accessible to the public, but have since been removed from public view.

[Pasquale:] "Is that ur bike?"

[Boy:] "Yeupp"

[Pasquale:] "Thts sexy!"

[Boy:] "lol thxx ... cme 2 my house."

Pasquale disappeared on Saturday while riding her bike. Her body was found Monday in a recycling bin near her home. An autopsy revealed the girl died from blunt force trauma and strangulation. There were no signs of sexual assault, police said.

On Tuesday, two brothers, ages 15 and 17, were charged with murder in Pasquale's death. The teens face a number of charges including first-degree murder, theft, conspiracy and tampering with evidence.

Authorities have not discussed a motive and have not released the names of the brothers because they are charged as juveniles.

At a Tuesday press conference, Gloucester County Prosecutor Sean Dalton said the brothers lured the young girl to their Clayton home, where authorities found what they've identified as Pasquale's BMX bike and backpack in the brothers' home. According to The Associated Press, one of the brothers traded in BMX bike parts.

Dalton said the boys' mother played an important role in the case. She came forward with information she had seen on her son's Facebook account, which ultimately led police to the boys, he said.

Contacted by The Star-Ledger, Bernie Weisenfeld, a spokesman for the prosecutor's office, would not comment on the authenticity of the Facebook exchange. However, he did say that the prosecutor was aware of it, the newspaper reported.

Meanwhile, Pasquale's parents, Jennifer Cornwell and Anthony Pasquale, have broken their silence about the discovery of their daughter's body.

"She was a tough girl, a tough cookie," Cornwell told the Associated Press, saying the girl did not deserve to be treated "like a piece of trash."

Pasquale told the AP he knew the family of the boys arrested in his daughter's death.

"Everybody knows everybody," in the town of 8,000, he said, "whether they're friends or acquaintances."

Funeral services for Autumn Pasquale are scheduled for 2 p.m. Saturday at Our Lady of Lourdes Church in Glassboro. A public viewing will precede the funeral, beginning at 8 a.m.

Zillow Adds 1.8M Foreclosed And Pre-Foreclosure Homes To Its ...

Online real estate service Zillow is expanding its real estate listings today by adding ?pre-market inventory? ? specifically, homes that have either been foreclosed or are in the foreclosure process.

Increasing the selection of available homes is particularly important now, Zillow says, because the inventory of for-sale homes listed on the site has fallen by 20 percent over the past year (which the company argues is an indicator of the larger market). The company suggests that there?s already considerable interest from homebuyers in this kind of product, citing a study by the National Association of Realtors, which found that 55 percent of homeowners have considered purchasing a foreclosed home but don?t know how to find those listings or are discouraged by the complexity of the transaction.

The new listings are drawn from public records, Zillow says, and it looks like the vast majority (1.5 million) of them consist of pre-foreclosure homes, where foreclosure proceedings have been initiated or an auction has been scheduled. Another 250,000 listings are homes that are owned by the bank or lender but are not yet listed for sale. (Zillow also counts 147,000 ?Make Me Move? properties ? where homeowners aren?t planning to sell but list a dream price for their home ? as part of its pre-market inventory.)

In addition to the normal home information (bedrooms, bathrooms, square footage and so on), Zillow will also include the estimated sale price and foreclosure details. The company will also be listing contact information for foreclosure specialists who can help with the process, and it?s launching a new Foreclosure Center with information about the foreclosure process.

?Zillow is taking information that was really only available to a select group ? in this case, savvy investors ? and making it more easily available to interested home buyers,? said Zillow CEO Spencer Rascoff in a press release. ?What?s more, bringing this information to light, and taking this inventory out of the shadows, can help bring these homes to market faster than ever before.?

Earlier this month, Zillow launched an ad-free marketplace for rental professionals and landlords, based on its acquisition of RentJuice.

Update: I was wondering about the possibility that pre-foreclosure properties wouldn?t actually go up for sale, so I asked Zillow about it, and a company spokesperson sent me this response:

The back and forth continues. US International Trade Commission Administrative Law Judge Thomas Pender has made an initial ruling that some Samsung's devices violate four Apple patents, including one iPhone design patent (the one you see above) and three software patents. Apple didn't manage a clean sweep, as Samsung was cleared of treading on two more patents, but the verdict still carries the all-too-familiar potential for a trade ban if the ITC maintains the findings in its final review. It's bleak news for the Korean company, which faced an initial loss to Apple at the ITC just last month -- even though large swaths of the mostly Android-based Galaxy phones and tablets in the dispute have long since left the market, an upheld verdict gives Samsung one less bargaining chip in a protracted legal war.

Gazans fire rockets at Israel, bringing airstrikes

JERUSALEM (AP) ? Hamas militants in the Gaza Strip fired dozens of rockets and mortar shells into southern Israel on Wednesday in the heaviest bombardment on the area in months, drawing ominous Israeli threats of retaliation and dangers of escalation.

The violence came a day after a landmark visit to Gaza by the emir of Qatar. Israeli officials suggested the visit, the first by a head of state to the Hamas-ruled territory, emboldened the militant group.

The rocket fire began shortly after the emir left Gaza late Tuesday and continued through the night. Israeli officials said more than 80 projectiles were fired, and Hamas claimed responsibility for many of the attacks.

Israel responded with a series of airstrikes on rocket launchers, killing two Palestinian militants, according to Gaza medical officials. Two other Palestinians were killed Tuesday.

Three Thai laborers working on an Israeli farm were wounded, two seriously, when a rocket hit a chicken coop. Other rockets badly damaged five houses and broke car windows. Schools in the area were closed.

Many people spent the day indoors, while others stayed in close proximity to the makeshift cement shelters found in the streets of southern Israeli towns. In one farming community, shrapnel covered trees and a children's playhouse in a backyard.

"Sometimes it feels like a scene out of the movie 'Platoon,' something out of the Vietnam war. We can stay at home and just hear the noise of the war," said Tamara Cohen, a resident of the border community of Ein Habesor whose children, ages 9 and 5, spent the night in a fortified "safe room" in their home.

A video issued by Hamas' military wing showed six rockets peeling off in rapid succession, then later, from what appears to be a different location, eight rockets shoot off, leaving plumes of black smoke behind them. Hamas said the video was made earlier in the day, though it provided no proof.

Hamas officials shuttered schools in border areas. Residents said they worried an escalation of fighting would ruin the upcoming Muslim celebration of Eid al-Adha, when Gaza residents feast, visit families, dress their children in new clothes and take them out to play.

Despite the violence, streets in Gaza City were crowded with residents snapping up clothes and food ahead of Friday's start of the holiday. Traffic jams blocked main roads, and prayer leaders chanted songs for the feast.

Israeli leaders threatened tougher action against the rocket fire.

"We didn't ask for this escalation and didn't initiate it," Prime Minister Benjamin Netanyahu said after touring a missile defense battery. "But if it continues, we are prepared to embark on a far more extensive and penetrating operation." The army said the "Iron Dome" defense system intercepted at least eight rockets.

Defense Minister Ehud Barak told Israel Radio that "if we need a ground operation, there will be a ground operation. We will do whatever necessary to stop this wave" of violence.

Israel's U.N. Ambassador, Ron Prosor, wrote to the U.N. Security Council warning members that if they don't condemn the rocket attacks, "there could be tragic consequences" because Hamas and other militants will interpret the silence "as a green light for terror and provocation."

Israel carried out a broad military offensive in Gaza nearly four years ago in response to years of rocket fire. Salvos from Gaza have largely subsided since then, though sporadic violence persists.

The territory is home to numerous militant groups, including murky al-Qaida-inspired organizations that do not answer to Hamas. Gaza has also been flooded with weapons in recent years, many of them believed to have been smuggled from northern Africa and into Gaza through tunnels under the Egyptian border.

On Wednesday, the African country of Sudan accused Israel of carrying out airstrikes that blew up a weapons factory in the capital, Khartoum. Israeli officials did not comment, but analysts said that if the reports were true, the airstrike might have attacked a weapons smuggling route. Sudan has accused Israel of being behind a similar attack on an arms convoy in 2009.

Hostilities in Gaza have been simmering for weeks, with militants sporadically firing rockets into Israel and the Israeli air force responding with airstrikes.

Hamas, which has killed hundreds of Israelis in suicide bombings and other attacks, has largely avoided attacks since a devastating Israeli military offensive nearly four years ago. Instead, smaller groups have been behind most rocket fire, sometimes with Hamas' tacit blessing and sometimes against its wishes.

While Hamas remains virulently anti-Israel, it has sought to keep things quiet as it consolidates its control of Gaza. The group violently seized the territory from the rival, Western-backed Fatah movement five years ago.

Tuesday's visit by Qatar's emir, Sheik Hamad bin Khalifa Al Thani, gave a powerful boost of legitimacy to Hamas rule, which is not internationally recognized.

Hamas officials said the emir urged Hamas to do everything possible to avoid violence with Israel. Israel's foreign minister, Avigdor Lieberman, suggested the visit had the opposite effect.

"I think what we see, especially yesterday, the visit of the emir of Qatar in Gaza, it's clear support for terror and terrorist activity," he said at a news conference with the visiting EU foreign policy chief, Catherine Ashton.

In his meeting with Ashton, Israeli President Shimon Peres charged that Qatari money is funding Hamas attacks. "No one in the world could agree to the current situation" of repeated rocket salvos, Peres said.

Hamas spokesman Fawzi Barhoum accused Israel of trying to raise tensions. He said Israel was upset about the "political and economic gains" reaped from the emir's visit, and wanted to "disrupt the atmosphere ahead of the holiday."

Mukheimar Abu Sada, an independent analyst in Gaza, said Hamas had no interest in clashing with Israel now but likely felt pressured after two of its men were killed in an Israeli strike late Tuesday.

"Hamas is under pressure from the people: 'Where is the resistance that you speak of?' Hamas needed to save face," Abu Sada said.
